Traditional authorities tell us to use the 1st house for your current home, and the 7th for the place you are considering moving to - so the 1st-7th house axis represents a 'stay or go' concern. If the 1st house and its lord are better than the 7th, then stay - and vice versa. The 9th house signification over foreign places is intended to signify someone who is located in a remote and unfamiliar place - for example, if someone has travelled abroad and has not been heard from, placement of his significator in the 7th house would show he is where he intended to go, placement in the 9th would show he has moved a long way away from this, and is now out of reach.
