You'll probably find what you want at Astrodienst's site http://www.astro.com/cgi/aq.cgi

They let you download, for private use, either a printable version or a programmers' toolbox, as dll files or as source code. I think you'll only have to pay if you want to use it commercially (and not even then if you make your own source code available) - but check what they say on their site.

If you intend to use it and distribute your code under a non-GPL license, you should contact them to discuss. I imagine their fee structure is quite reasonable.
