What about where the planetary hour ruler naturally governs the matter under investigation? Or when it is angular? Or when it is being aspected by the Moon? In most charts it would be possible to make a case that the planetary hour ruler has some significance (if we don?t want to be restricted to the normally accepted qualifications). I feel that the rigour and consistency that are imposed upon us by the traditionally accepted techniques of horary are very valuable in defining a clear judgement. All the possible benefits of using planetary hour rulers would be lost for me if the tokens of agreement were blurred or opened up in such a way that most charts show it regardless of the quality and purpose of the query.
