Daylight Savings Time

All the recent news of the (imo ridiculous) proposal to make DST permanent in the US has made this question maybe bit more soon-to-be relevant... How will you plan to/ would you handle this:

In my family we have always struggled with pinning down the Asc for a family member born 01/16/1974 12:23pm... which thanks to R. Nixon is an (eastern) DST birth time.

This has always raised uncertainty for us because this time lands exactly the Aries/Taurus cusp if the EDT time is respected...
Alternatively, ignoring the this political anomaly of the 1970's by using EST or by LMT yields UTC -5:00 or UTC -4:55 respectively... which charts as solidly Taurus. We had more or less settled on trusting LMT since it feels connected to the Sun (and less arbitrary)

As history is about to (maybe) repeat, it really reinforces how "Clock Time" is just a mutually agreed upon construct. Totally accepting that all timezones had introduced some amount of "error" that probably most people don't ever even consider... Has anyone considered what they will do if this proposition becomes law? Should the whims of a few politicians sway the way charts a constructed in the US?
