It seems that the planets involved has more to say on the orb than just the orb itself.
And more ancient, like Vedic astrology considered the planets in signs to be in aspect. Example Aries planets are in sextile to Gemini planets. And the latter approach will let you consider planets being 'friendly' or 'averse' to each other.
And to be more specific on the orb for Horary, the Moon is allowed all major aspects before it leaves its sign - And I am also tempted to use orbs by signs for the reason mentioned above 'friendly' or 'averse'.

In all cases, the debate is not over.
